Everyone wants answers to these questions, and I understand why. But I think there’s an even better question to ask instead: What’s the right practice?
There’s no such thing as one, universal “best” practice that will work for every team and every organization. But there are a lot of good (and great!) ideas that can be adapted to suit your situation.
